I'm having this problem on one VM on each of the two VM hosts that I've added to SCVMM 2012, one is running Server 2008 R2 and one is running Server 2008 R2 SP1. The Server 2008 R2 host was previously managed by SCVMM 2008 R2 and this functionality worked. Both VMs are running Server 2008 R2. Other VMs on these hosts do not have this problem, just these two VMs. Any thoughts?
One reason is that the version of hte Integration Services in the VM does not match that of the hypervisor. (this happens quite a bit). This is most common when the OS in the VM is anewer patch level than the hypervisor. I would try using Hyper-V Manager, get a console of the VM, login, and then do the action to 'insert integration services setup disk' - this will give you the full feedback of the process and you will need to step through the installer. You might be getting into a situation where the ICs actually need to be downgraded and SCVMM might not handle that properly. The other issue is if the OS in the VM is not reported properly to SCVMM. And you can check this as well.

I'm unable to find the 'insert integration services setup disk' in the Hyper-V Console or the Failover Cluster console.
I'm able to shutdown the VM from the Failover Cluster console and the Hyper-V console, but not through SCVMM. In SCVMM the option to 'Install Virtual Guest Services' is also grayed out and I can't find the C: Windows System32 vmguest.iso file on the Hyper-V 2012 server to install the integration tools manually. How can this be fixed, so I can shut down a VM from SCVMM?
